New Draft Law on Assemblies

Commission for human rights, national relations and media of the “house of representatives” ruled to uphold presidential amendments to the law on assemblies, meetings, street rallies, demonstrations and pickets. Meantime, MPs turned down the variant, proposed by the member of the “Republic” parliamentary group, general Valery Frolov.

Presidential project has been twice considered in the Oval hall but failed to get the necessary amount of signatures. However, the deputies from the human rights commission all the same recommended it for consideration at the session. One should note, though, that the current variant underwent certain changes. In particular, they offer to seriously soften the liquidation procedure of parties for a single flagrant violation of the order of holding mass events. Moreover, upon the parliamentarians’ proposals, the draft law includes the provision, under which the law norms will not relate to the meetings of deputies and president with the voters, as well as to the religious assemblies.

The alternative variant, proposed by deputy Valery Frolov, was turned down by the commission’s members, for it “doesn’t correspond to the presidential decrees and law-making practice”. Valery Frolov suggested that they replace the “permissive” principle of applying for mass events by mere notifications.
