The formal reason for their refusal was the alleged disparity between the submitted application and the article 6 of the Law “On assemblies, meetings, street rallies, demonstrations and pickets”.

Feeling of Deep Satisfaction
11:44, 04/09/2003, Sergei Pulsha, “Belorusskiye Novosti”

Strange as it sounds, but the OSCÅ office in Minsk is pleased with the position of the Belarusian Foreign Ministry in some areas. The greatest satisfaction of OOM was caused by our FM’s vision of the freedom of speech phenomenon. It sounds especially weird if one takes into account the fact that the OSCE Media Representative Freimut Duve failed to get to Belarus and his future visit is called into question too.
