Belarus cannot refuse from the regulation of the legislative system with the help of presidential orders and decrees. It is the minister of justice Biktar Halavanau’s opinion. According to his words, “passing laws in “the house of representatives” takes respectively a long time. If to make changes now, the final result is to be expected in 2 years,” said the minister. He also underlined that the decrees and orders are used for mobile changes in the legal system.” At the same time the minister did not agree with the statement that the regulation of laws by presidential decrees and orders imposes limits on “the parliament”. “The deputies have a lot of authorities, they can disagree with the decree and put in their own amendments,” says Viktar Halavanau.
A delegation of the closed Belarusian Lyceum of the Humanities named after Yakub Kolas visited Vilnius. By the request of the Lithuanian parliament the children got free visas to visit the Belarusian historical capital. The tourist program was prepared by the Belarusian diaspora in Vilnius. The students visited castles in Trakai and Medniki. The Lithuanian TV made reportage on this trip, as Radio Freedom informs.
Minsk officials are against promoting Belarusian literature. They do not give an approval for work of the office of a new independent magazine created last year “Tok”. The founders of the magazine have been waiting for a year for Minsk executive committee to give an approval for the office location. They still got no response to their numerous requests.
The officials of Lenin branch of the office of internal affairs detained four Young Front’s members. The activists were spreading leaflets with an appeal to take part in a youth action “NO to the third referendum!” The action is going to take place on November 24, as Radio Freedom reports.
