Two Young People Arrested For Leaflets 12:18, 27/05/2004
Police department of Soviet district of Minsk is getting ready institute proceedings against two young persons. Teenage Maxim Gromau and Katsyaryna Klimko were detained late at night on May 25, supposedly for handing out leaflets by Yakub Kolas Square. During detention Maxim Gromau was beaten up. Reports have been made on charges related to violations of Article 143 of the Administrative Code (insanitary conditions creation). Yesterday Maxim Gromau was checked by doctors, who registered beating and now he plans to submit protest for illegal actions of policemen to the Public Prosecutor’s office. But in the morning he and Katsyaryna Klimko were taken to the police department again. Young people were detained on his way to school. They have spent today night at the police department.
Most likely, policemen cannot decide what to do with them, as there are no reasons for criminal case instigation, and a criminal case for beating a boy can be opened against policemen themselves. As said by the investigator of Soviet district police department, I. Stolyar, consultations with leadership of police and of Public Prosecutor’s office are carried out now.
It is not the first occasion of beating of the underage by policemen lately.
