The Minsk government has denied opposition groups permission to stage a march across the city’s downtown area on July 21 as part of a demonstration to raise public awareness of the results of Aleksandr Lukashenko’s rule on the occasion of the 10th anniversary of his coming to power.
On 13 July the head of the public security department of Navahradak Town Board of Internal Affairs (TBIA) A. Kiarletski phoned to the activist of Belarusian Labor Party Larysa Bukhalenka and proposed her to come to the TBIA for a talk about her political activity. Bukhalenka said she would come to the TBIA only if she received printed call-up where it was specified in which capacity she was summoned.
On 14 July the deputy of Masty Borough Deputy Soviet, member of the Party of Communists of Belarus Aliaksandr Budawkin was visited by the police inspector, who said he was ordered to compose on Budawkin a report for violation of part 3 of Article 172 of the Code of Administrative Violations of the Republic of Belarus (distribution of printed production without issue data). According to the composed report, A. Budawkin is charged with distribution of printed materials with the program of the People’s Coalition “5+” without issue data.
It comes within the foreign ministry`s domain to invite the OSCE Office for Democratic Institutions and Human Rights (ODHR) and other international organizations to send their observation missions to Belarus to monitor the forthcoming parliamentary elections, Mikalay Lazavik, secretary of the central election commission, told BelaPAN on Wednesday. The commission, in its turn, plans to invite “its guests,” including election officials representing other countries, a few days before the polling day, October 17, Mr. Lazavik said.
Belarus’ central election commission will hold a meeting on Thursday to discuss preparations for the parliamentary elections officially scheduled for October 17. The agenda of the meeting includes several directives necessary for the beginning of the election campaign and the designation of the borders of 110 electoral districts, Mikalay Lazavik, secretary of the commission, told BelaPAN on Wednesday.
The member parties of Belarus’ opposition coalition Five Plus will face penalties unless they register their alliance until August 15, Justice Minister Viktor Golovanov told reporters on Wednesday. He would not specify what punishment awaits the parties if they fail to comply. “We’ll think about what type of sanctions to use,” Mr. Golovanov said.
Only representatives of those parties that will manage to register their members as candidates in the parliamentary elections will be granted associate membership in the central election commission, Mikalay Lazavik, the commission’s secretary, told BelaPAN.
