OSCE observers feel concern about declaration of preterm voting 12:13, 01/10/2004
The Central Electoral Committee says 30 percent of voters can vote preterm, what perturbs the OSCE observers, who are being under a gaze of unknown persons. Only 130 short-term observers are to arrive to Belarus, instead of the planned 300.
The OSCE democratic institutions and human rights Office election scrutiny Mission says it has to adopt its observation methods and policies to specific Belarusian conditions - it is stated in the Electoral Code that the preterm voting is allowed 5 five before the election and referendum.
Although the OSCE had requested 300 short-term international observers, countries-friends of the OSCE managed to list only 130 people that are to arrive not long before October 17. Besides that, as Ms. Glover informed, the observers will be joined by 50 diplomats that permanently reside in Belarus.
The OSCE observers will note conduct surveillance over the referendum of October 17 partially because of the lack of resources. They will only estimate its impact on the election.
