Democratic Deputy was deprived of powers 15:58, 23/06/2005
The deputies of the Smargon Regional Council deprived unanimously representative of the local democratic circles Romuald Ulan of his deputy powers. He is an entrepreneur, in recent times - foundato and editor of the newspaper “Novaya Gazeta Smorgoni”, whose submission was incited by the powers.
Last year Romuald Ulan was sentenced to two years of reformatory for knocking accidently while driving a woman on a bicycle who survived. According to Smargon human rights activist Ales’ Dziergachou, the experts found Ulan innocent of the accident and the sentence was unwarrantably rigid. The woman got her collar bone broken and her spinal column damaged, but the court stated that she had got disablement. To compare: last year a Slonim militiaman knocked a girl to death ad escaped from the crime scene; the court set him the sentence of the so-called “chemistry” - restraint of liberty.
Last year within the amnesty the term of Ulan was reduced by one year. He was not placed to a reformatory, and this year he should be granted amnesty of the Victory Day. According to Dziergachou, the court should have regarded the documents concerning Ulan’s amnesty and complete abolition of the sentence before the session of the regional council, but the court session did not take place. And June 22 Romuald Ulan was deprived of the deputy powers. It is said in the law of the deputy status that in case of conviction the deputy “may be” deprived of his powers, Radio Liberty reports.
