Open appeal to international democratic community of the European Union

We, undersigned, appeal to EU leaders, European Parliament members and to all representatives of European democratic forces! We appreciate the EU devotion to high democratic values in social system organization. We highly appreciate the efforts on maintaining principles of democracy, freedom and human rights in the whole world. 22 June 2005, 40 days have gone since armed suppression of peaceful rally in the town of Andijan, Uzbekistan. It resulted in hundreds of killed, wounded including children, women, aged people and unarmed men.

We express sincere condolences to the families of the dead, may their memory live forever.

We appreciate the EU striving for organization of independent investigation of causes and circumstances of “Andijan massacre”. Sooner or later such investigation will allow for identification of the organizers of this tragedy and call them to account. All this time the international community tries to organize independent investigation of Andijan tragedy but the regime of Islam Karimov tries to hinder identification causes and conditions which led to discontent and indignation of citizens and as a result their conscious peaceful rally. The actions of Islam Karimov lead the country to international isolation. So far the world community did not receive from Uzbekistan authorities the true information on the number of killed, suffered, wounded and at last causes that produced spontaneous protest of Andijan inhabitants.

In Uzbekistan the violations of human rights are on growing scale. Independent civil activists, journalists, human rights protection activists, members of opposition parties and all people criticizing the country leadership are subject to repression. Representatives of democratic opposition in Uzbekistan face the difficult choice: to leave their Motherland or to stay in their country risking own life and lives of their relatives. In such circumstances many people continue political struggle in the country despite arrests, tortures, blackmail, and criminal persecution of dissenters.

The civil society structures in Uzbekistan are suppressed. Opposition parties and human rights protection organizations are denied in registration that leads to absence of their legal status. They can not publicly express opinions of citizens. Despite the growth of opposition state of the minds the civil activity declines.

The level of citizens’ confidence to Islam Karimov and his government fell to the lowest level. The present power resorts to exclusively forceful methods of intimidation. We believe that the actions of state power bodies of Uzbekistan are of criminal nature. The application of armed force against rally participants can not be explained by extraordinary necessity. The rally participants aimed to meet with the president Karimov but not participate in mass riots alleged to them. The Uzbekistan authorities maintain information blockade around Andijan events. They do not want the world community to learn about the true causes of the tragedy.

We believe that Uzbekistan people need considerable and immediate support of the world community. This support will allow for stopping political repressions in Uzbekistan and protecting human rights and freedoms.

Even if Islam Karimov would recognize the EU requests and allow international commission for independent investigation of Andijan events, still there are grounds to believe that in conditions of totalitarian rule, Uzbek authorities will hinder impartial investigation through put-up job with facts and causes.

Respecting human rights and freedoms we appeal to Honorable assembly of European public representatives and ask:

1. Recognize that in Uzbekistan:
- wide-scale and systematic violations of human rights and freedoms are taking place,
- authorities deliberately restrain democracy development,
- international agreements ratified by Uzbekistan government in particular the Agreement on partnership and cooperation of Uzbekistan with the European Union as well as other OSCE documents are not fulfilled;

2. Give assessment to Andizhan events and following mass repressions taking place in the whole Uzbekistan, basing upon information provided by independent human rights protection organizations in particular the Human Rights Watch Report;

3. In special act of authorized body of the European Union to condemn situation caused by unjustified force application against peaceful rally participants and authoritarian methods of Islam Karimov rule in Uzbekistan;

4. Break off diplomatic relations between the European Union, EU countries and official authorities of Uzbekistan;

5. Ban entry on the territory of EU countries for Uzbekistan officials;

6. Establish dialogue with organs of self-organization of Uzbekistan people and democratic opposition in Uzbekistan.
