This was the content of the letter, sent at the name of UCP leader Anatolij Lebedko. The letter was signed by the Minister of Internal Vladimir Naumov. Two weeks ago the Permanent Council of Democratic Forces sent a statement with a number of requirements regarding the Congress to several officials. The statement set forth that mere declaration of assistance and provision of a building for the Congress was not really an assistance, and it listed a number of requirements for state agencies to fulfill in accordance with law so that they could really assist to the Congress. However, V.Naumov was the only addressee to answer the letter.
