Local elections failed to meet democratic standards, Belarusian Helsinki Committee says 11:34, 16/01/2007
The Belarusian Helsinki Committee (BHC) said that the country`s January 9-14 local elections had failed to meet democratic standards. BHC observers reported multiple flaws in the poll, Garri Pogonyailo, executive director of the organization, told BelaPAN.
The BHC does not recognize the vote as transparent and fair, he said. "According to our monitors, early voting ballot boxes were replaced in Orsha. Plenty of people vote against all candidates, nearly one in three does so," Mr. Pogonyailo said.
The group`s monitors obtained registration through the collection of signatures and were not listed as BHC observers in the elections, the human rights activist noted.
The BHC is expected to release a preliminary report on the elections on January 15.
In an interview with BelaPAN, Nikolai Lozovik, secretary of the central election commission, described the organization`s assessment of the poll as "biased," saying that the vote was in line with the country`s electoral regulations.
