Two new codes are to come into force in Belarus since 1 March

Since 1 March 2007 new Administrative Code is to come into force in Belarus, which stipulates the reinforcement of liability measures of on-road rules violations and juvenile punishment since 14 years. The Procedural-Executive Code regulating functions of punishment executors is also to come into force since 1 March.

Since 1 March in compliance with Administrative Code representatives of law enforcement bodies are entitled to fine individuals without making a corresponding report. Meanwhile, the fine shall not exceed 50 base rates and administrative arrest won’t exceed 15 days. Only in case two reports are made with regard of one and the same person he may be arrested for 25 days, the ”Telegraph” reports.

Amendments stipulating liability for breach of on-road rules have been introduced into 25 clauses of the Administrative Code regulating the liabilities of drivers and pedestrians for breaching of on-road rules. If the violation is not premeditated the on-road inspectors remain loyal and depending on the situation they may confine the punishment to preventive measures, the press- service of the ministry for internal affairs reports whereas maximally possible administrative measures will be applied to regular violators.

Meanwhile, the Procedural-Executive Code coming into force since 1 March have not got any previous analogues in Belarus. Its main objective is regulation of rights and liabilities of the law and order bodies, violators and experts. This code will be the 24th one in Belarus, thus making our country the leader among the C.I.S. countries in terms of the number of presently valid Codes.
