Civil Service upon Recommendation of Other Officials

The government has circularized executive committees of Belarus an instruction signed by Belarusian Prime Minister Syarhei Sidorski that only after providing recommendations from two state officials.

It has been also informed that officials that give recommendations for persons hired for job would be personally responsible for the persons they had recommended, Telegraf informs with a reference to “Ezhednevnik”.

Earlier the leadership of Belarus took steps to control the work of the presidential vertical of power.

As said by Alyaksandr Lukashenka, the presidential vertical is “state organs of power, it’s more than a military structure, and everything should be clear and understandable there”.

“An inviolability of the pillar of power from top to bottom should be the main issue in this discussion; and no exercises in “democracy” are needed. If we destroy this foundation (and the principal level is a foundation of the vertical of power), we could start a democracy game, self-government game and so on,” Alyaksandr Lukashenka said.

In September 2006, during the meeting with the leaders of the highest organs of the financial control of the CIS countries, Alyaksandr Lukashenka called upon them to fight with corruption manifestations more actively. “If we wouldn’t put a barrier to this plague, it would erode everything. If corruption would flourish, there won’t be any progress in the development of the country,” Alyaksandr Lukashenka said.

In October 2006 president Lukashenka considered a number of workforce issues, noting that “a process of forming management structures is finishing”. As said by A. Lukashenka, everything is done for personnel reduction among bureaucrats. He also warned state servants about harsh responsibility for holding of more than one office.
