President of Russia Vladimir Putin signed the Federal Act of Russia On introduction of amendments in the Federal ActOn delivery of products for federal state needs and Article 12 of the Federal Law On weapons . As stipulated by the amended law, Russian strategic oil enterprises will acquire the right for creation of the armed security divisions.

The group of human rights activists submitted the documents for registration of the public human rights association Vyasna to the ministry of justice. As it was reported to the BelaPAN by the human rights activist Uladzimir Labkovich, the documents were submitted 23 July. In compliance with the law the reply is to be given in a month time.
