Internet resources are suggested to give themselves up

The bill ”On information, programming and information security”has been put on the agenda of the autumn session of the lower house of the parliament. The head of the working group on drafting the bill, “deputy” Tatstsyana Safronenka reports that a lot of disputable issues appeared in the course of the bill drafting which are to be discussed at the autumn session.

“It is very difficult to stipulate the limiting criteria which could provide the right of confidentiality, on the one side, and the right of a person for receiving information, on the other side”, Tatstsyana Safronenka said. According to the”deputy” the unverified information often appears in internet and mass media. And who is the claim to be lodged against if its source is unidentified?” the Telegraf quotes the head of the working group on drafting the bill.

The deputy director of information department of the ministry for communication of Belarus Aleg Syaklitsky stressed that there are no direct statements on limitation of the internet information resources in the bill”.

The working group which is engaged in the bill drafting received over 200 remarks from the organizations where the bill was sent to for coordination. The drafters agreed to consider certain remarks.

“For example, we turned down the statement on compulsory state registration of information systems of common access. It is a groundless restriction. If the information is of general access why should it be registered then? Presently, the reasonability of compulsory identification of users of information systems is under discussion among the drafters”, Tatstsyana Safronenka reported.

The bill was initiated by the ministry of communication and information as well as by the state center of information security at the President of the Republic of Belarus.

When recently addressing the editorial board of the Sovetskaya Belorussiya on occasion of the newspaper’s anniversary Alyaksandr Lukashenka ordered to stop “the anarchy in internet “.”It is necessary to adopt the law stipulating the status of the electronic mass media. The anarchy in internet must be done away with “, A. Lukashenka declared.
