As the commission chairman Tamara Krasouskaya reported in response to the citizens’ appeal to the parliament, only work with the payment of compulsory insurance contributions to the budget of the state extra-budgetary fund of social protection of the population is included in the insurance period for the calculation of the retirement pension.

"With regard to including military service, other activities without payment of contributions (at that, in some cases with getting social benefits: unemployment benefits, child care and sick care allowance) into working life, it would mean a decrease in the required contribution period for creation of a right to get retirement pension on general grounds," – Krasouskaya said in response.

"With the implementation of measures aimed at pension cost restraint, such proposals cannot be supported", – the "deputy" assured. Krasouskaya also notes that the parents of children with disabilities, mothers with many children, persons disabled from childhood, and other socially weak categories, for whom it’s objectively difficult to form a long-term working life, allowance for the duration of the necessary working life (at least five years) is maintained.

As first deputy Belarusian Social Democratic Party (Hramada) Ihar Barysau informed, during the "parliamentary elections" in September, Mahiliou party activists collected about 70 signatures of citizens under the requirement to include back the time spent in military service, on maternity leave, on study at the university in the working life needed for the pension accounting.

Barysau assesses the response to the "deputy" as debunking of the myth that Belarus is a social state. "Our government does not think about the people, because there is such a thing as community service. This is, for example, the service in the army. People give years of their life to the state, and the state should create conditions for the people, because in case of any danger they will give their lives for their homeland. The state also should be interested in its citizens to be well-educated professionals. And then it turns out that four or five years of study in the university are removed from the working life. The question arises, whether the state needs educated people," – he said.

Is it possible that the state does not need a population growth and preferences to the women, who give birth, the politician asks. "And if the people take care of disabled, and it is not included in their working life, then it is unfair. Therefore it is necessary to state that such a thing as justice does not exist in our country, and the statement, that Belarus is a social state, is a myth," – Ihar Barysau concludes.

In 2016, most categories of employees must have 15.5 years of working life to get the right to a retirement pension.
