Tax Inspectorate Faults Plan On “Social Parasites”

The Trade Union of the Radio-Electronic Industry Workers asked all the country’ tax inspectorates whether the game was worth the candle.

On December 2, the Trade Union of the Radio-Electronic Industry Workers sent an electronic enquiry to all the 123 city and district inspectorates on taxation and revenues of the Republic of Belarus, asking about the effectiveness of fulfillment of the “social parasites” decree. First replies started coming to the Trade Union, the website praca-by.info writes.

In the above-mentioned enquiry, the Trade Union of the Radio-Electronic Industry Workers asked to clarify just how much resources (both financial and human) were spent on fulfillment of the notorious decree, named “the social parasites decree” by the people, how much money came to the budget and how many Belarusian citizens actually paid the fee.

Deputy Head of Drahichyn district inspectorate on taxation and revenues informed that “the requested information on realization of the Decree#3 “On prevention of social parasitism”, according to Article 79 of the General part of the Taxation Code of the Republic of Belarus contains a tax secret and therefore cannot be disclaimed.”

The Trade Union’s lawyer Yury Beliakou has commented upon the tax inspectorate’s reply:

– This is just another formal reply to conceal the information all Belarusians remain interested in. It’s the data about the concrete amount of taxes, paid by concrete persons, which can be considered a tax secret, because, basing on this information one can make conclusions about these persons’ incomes. Answers to our questions would disclose no tax secret. It is clearly said in the law; there is a clarification of what a tax secret is. I think that the Drahichyn district inspectorate on taxation and revenues simply has nothing to boast about so they decided to give such formal reply,” – the Trade Union’s lawyer presumed.

Let us remind, the Trade Union of the Radio-Electronic Industry Workers initiated the campaign of protest against the illegal and unfair Lukashenka’s Decree #3 “On prevention of social parasitism”, the so-called “social parasites” decree. On November 1, a round-table discussion was organized in the framework of this campaign. During this discussion, independent trade unions and human rights defenders talked about how to counterstand to the unfair decree. They adopted the plan of activity, which, apart from other events, included elaboration of a step-by-step manual for the citizens on how to avoid payment the fee by legal means, and monitoring of the effectiveness of fulfillment the Decree #3.
