Previously Uladzimir Rabavolau was a deputy head of Belarus’s Operative and Analytical Centre (OAC), one of the most closed institutions in Belarus.

Uladzimir Rabavolau (Vladimir Ryabovolov) has become as Deputy Information Minister. Previously he was the first deputy head of the Operative and Analytical Centre under Lukashenka, Nasha Nive reports.

The OAC is one of the most closed and secret structures in Belarus. For example, there is no information about its head Siarhei Spiahun (Shpegun) available to the public. As for Uladzimir Rabavolau, he was “the face” of the OAC, he was giving interviews, and to independent mass media as well, went to international conferences, participated in discussions.

It is known that the OAC direct responsibilities include control on the Inernet. As said by Lukashenka, at least 100 persons working at the centre. It is situated in close vicinity to the presidential administration of Lukashenka – in the building of the former National Library in Kirov Street.

In 2013 Uladzimir Rabavolau participated in the OSCE conference in Vienna as well as the editor-in-chief of Charter-97 Natallia Radzina. There Rabavolau stated that “the state has a right to decide what people at official institutions should do – they should work in their working hours, and not read charter97.org website.” And in general, he said, the state regulates the Internet in the country not least because it creates the national legislation.

It was a decision of the OAC once to deprive one of the largest internet sites of the country of .by domain extension.

At the Information Ministry Uladzimir Rabavolau is apparently to be responsible for Internet.
