Minister of agriculture and provision Syamyon Shapira said at a sitting of the Presidium of the Council of Ministers of the agricultural program had been failed.

The “Program on Increasing Economic Efficiency of Agriculture” based on 60 agricultural organisations, defined as base in 2003, was failed.

Speaking at the sitting of the presidium, the minister said in 2003, Snov agricultural enterprise was chosen as a guideline. 60 agricultural enterprises were defined by local region executive committees, Interfax reports.

According to the information of the minister, in 2004–2007, Br833 billion, including Br556 billion from the republican fund of agricultural producers support and Br277 billion from local budgets, were spent for developing of base enterprises, as well as agricultural equipment was leased and mineral fertilisers were provided. Average financing of the enterprises was Br56.5 million per 100 ha.

S. Shapiro said unprofessional selection of base enterprises was among the main reasons of failing the program. “Regional executive committees chose the base enterprises without regard to personnel, profile and prospects of the enterprises, moreover, it was unprofitable to revive some enterprises,” the minister stressed. He also noted that nobody had answered for failure of the program.

S. Shapira paid attention to the fact that resources for rehabilitation of infrastructure were provided disproportionately. Loss-making organisations were joined to some base enterprises.

Energy efficiency programs disrupted

At should be reminded that on August 26, it was announced at a sitting of the government that 7 out of 22 big energy efficient projects, planned for implementation in 2008, are =under the threat of failure.

Resources of the innovation fund of the Ministry of Energy amounted to Br30.5 billion, or 51.1 per cent of the 6-noth plan. So, these resources are not used in proper way.

Execution of a project on combined heat and power station #5 in Minsk was failed, too, was said at the sitting of the Presidium of the Council of Ministers.

According to first deputy prime minister Uladzimir Syamashka, the Ministry of Energy, which haven’t organised a tender during 2 years, is guilty in failure of the project.

U. Syamashka reminded that adoption of a decision on a tender for CHP station #3 took 2 years. He noted that he doesn’t exclude a similar approach will be used in regard to a nuclear power plant construction.
