Belarusian CEC practices tactics of “secret rulings”

An observer from Mahilou complains at hiding information by the Central Election Commission (CEC).

As BelaPAn reports, Barys Bukhel, an observer representing BNF Adradzennye public association in the Mahilou region election commission, filed a complaint to the Supreme Court at hiding information by the Central Election Commission, which he found unlawful.

As the observer states, the Central Election Commission violates the legislation regarding procedure of working websites of state-run agencies and organizations.

“As least 127 (which is 83.01% of 153 rulings we know the CEC released) have not been published on the Commission’s website. In other words, as of December 6, only 29 (less than 20%) rulings were published by the CEC on its website during 2010. The rest 127 rulings were hidden from us,” the observer notes.

Bukhel thinks the CEC practices a “tactics of secret rulings” that are adopted, but not presented to public. In his view, this violates part 1 of article 32 of the Electoral Code saying the main principles of the Central Election Commission are lawlessness, independence, collective work, openness, and publicity.
