Such scenes have become a usual thing in Belarus.
Attempts to regulate milk prices by administrative methods led to disappearance of this product from shops. A reader of charter97.org sent a video showing elderly people trying to get some packets of milk at fixed prices.
The video resembles the archive footage of post-war Belarus or the country in the early 1990ies.
