Main condition for amnesty is damage recovery

The Ministry of Internal Affairs of Belarus introduced a draft law on amnesty to the government. The document provides for releasing about 2,800 prisoners.

“The draft law on amnesty has been prepared and sent for consideration by the Council of Ministers of Belarus. The draft law stipulates that amnesty on occasion of July 3 [the Independence Day]  will be granted to about 2,800,” the Corrections Department of the Belarusian Ministry of Internal Affairs says.

In particular, “about 2,100 people may be released from close correctional facilities and about 700 – from open correctional facilities”.

Besides, the draft law says, “Prison term for 7,000 prisoners in close correctional facilities and 900 in open correctional facilities may be reduced by one year.”

“The main condition for the amnesty is paying the damage caused by illegal actions by an convicted person, good character evaluation,  non-application of amnesty before,” the Corrections Department informs.
