The former chairman of the National Bank of Belarus Stanislau Bagdankevich commented to charter97.org the offer of Aliaxandar Lukashenka that the rich Belarusians should pay 150% of utility costs, and the poor ones - 25-30%.

"To collect more than one hundred percent from anyone - is a violation of applicable laws and common sense. The most affluent citizens do have to pay 100% of utility costs, but no more. And the rest should be gradually catch up to him, but with a corresponding increase in salaries and pensions", - said Stanislau Bagdankevich.

"However, there is a lot of stuff related to the full payment of utility services. It is necessary that a competition could be created in the market of public services. So the public utilities were accountable to the people. I now live in the house in which major repairs are designated for the year 2010, and they still have not begun. In this case, the repair charges are raising," - said the economist.

"Public utilities must show people the estimates, should consider the opinions of tenants and homeowners. One need to address problem in the complex, but not to take anything from the ceiling. Everyone should pay 100 percent of the communal services, but the salary must be at least $ 1,000", - said Stanislau Bagdankevich.
