“Arrested” official at liberty

A general director of the housing and utility agency for the Minsk region, who was reported by the police to have been detained, is at large.
The Interior Ministry released the following information last week.
As Salidarnasts figured out, Siarhei Chyrkouski, 33, is not in custody. The main personnel department of the Minsk region executive committee says that he handed in a letter of resignation on September 20. His resignation was accepted.
“Chyrkouski was here, 4 Engels Street, on Friday. We know the investigation is under way, but we don't know if he was detained,” the personnel department says.
Did the official walk through the walls of a detention facility to resign from the regional executive committee? It has a simple explanation.
“Siarhei Chyrkouski is a suspect. No pretrial restrictions were imposed on him,” says Tatsiana Belanoh, an official representative of the Instigation Committee for the Minsk region.
“Siarhei Chyrkouski was detained and later released on his own recognizance,” Viktar Novikau, the deputy spokesman for the Interior Ministry, says.
