Belarusians will have to pay for “running repair”.

The payment for this service will most likely be imposed on residents. The issue is being developed in the Ministry of Housing and Communal Services.

According to the head of the department of housing of the Ministry of Housing and Communal Services Andrej Ramashka, the running repair was previously included in the technical maintenance. The population paid specifically for technical maintenance, and these funds were used for running repairs.

In March 2013 the changes were introduced into the Housing Code. According to the new edition of the Housing Code, running repairs were detailed into a separate kind of housing and communal services.

The Ministry of Housing and Communal has not yet decided on the extent to which residents will participate in the costs of running repairs, since it is quite a broad spectrum of works.

According to construction standards, included are the repairs of roofs and balconies, repairs of separate parts of pipelines and engineering systems, repairs of parts of sidewalks and passages, paths and grounds. In running repairs also included are the repairs of the equipment of household grounds, children playgrounds, sports grounds, benches etc.

Besides, payment for running repairs is made per use, that is why it is difficult to tell, what part of the total price of housing and communal services will be taken up in the bills by the new service.

“May be residents will only pay for housing repairs. This issue is being developed”, - Andrej Ramashka says.

However, most likely all the financial burden of running repairs will fall on residents.

According to Lukashenka’s decree number 550, singed on 5 December 2013, the sources of financing current repairs of housing facilities “are the funds of local budgets and funds, composed of the payments of owners, tenantry and members of building organizations for running repairs, as well as other financial sources not forbidden by the legislation”.

It means that there are several options for financing, but only one will most likely be used – the payments of owners and tenants.
