Shapiro needs a flat for $170 000

Minsk city executive committee wants to buy a three-room flat in the Central district of Minsk using budget funds.

An appropriate application of the regional authority has been published at the portal of state procurements, a reporter of charter97.org informs.

According to the tender documents, the floor area of the flat should be at least 110 square metres, and the regional budget is the source of financing.

The documents attached to the tender do not contain information about the price the regional executive committee is ready to pay for the flat. However an average money equivalent could be calculated using the plan of purchases of this state authority.

Thus, according to the plan of purchases, Minsk regional executive committee has allocated money from the local budget for buying three flats for a total amount of 4,365 mln rubles.

According to the information from archives of icetrade.by, this summer officials tried to buy two flats in Minsk, 79 square metres each. Thus, the total summary floor area of the three flats makes 268 square metres. Thus, average price of a metre in this case is 16, 287 thousand rubles, or 1,541 dollars. The price of a three-room flat in central Minsk in this case is about 169.5 thousand dollars.

It should be noted that the practice of buying flats using budget funding is characteristic of Minsk regional executive committee only. Plans of purchases of other regional and Minsk city executive committees for the year 2014 do not include such an item.

It also should be noted that the flats are not bought for the first comer in Belarus when budget funds are used. This practice is usual only for state officials ranking at least deputy chairman of the state organ or organisation. So it is highly possible that Minsk regional executive committee faces a cadres reshuffle at the top level soon.
