Mother of Ihar Ptsichkin: My son died after beating up in remand prison

19

Relatives of the deceased Minsk dweller strongly object to the inquest on the causes of his death.

The young man's mother Zhanna Ptsichkina received the decision to halt the investigation. She intends to meet Aliaksandr Lukashenka, as well as to direct appeals to international human rights organizations. She is confident that her son died after being beaten up in the remand prison and wants those responsible to be punished, BelaPAN reports .

The cause of death was a heart attack in the setting of an acute mental disorder. Relatives of Ptsichkin asserted that the young man was beaten up to death, delivered by officers of a pretrial detention facility.

The relatives of the deceased young man managed to reach the initiation of a criminal case against one of the officers suspected of infliction of death by negligence due to misconduct.

On May 15, 2013 the Court of Zavadski district in Minsk sentenced Ihar Ptichkin to three months of administrative arrest for committing a crime under Art. 417 of the Criminal Code (failure to execute court decision on deprivation of the right to hold certain posts or be engaged in certain activities), for driving in the period of the driving ban.

July 30, a young man with his mother and sister arrived to the Regional Department of Internal Affairs of Zavadski district, from where he was sent to serve his sentences in the remand prison No. 1. A few days later the relatives were told that Ptsichkin died. According to the preliminary version he died of a heart attack.

June 30, it was announced that in 2011-2013 Ptsichkin systematically used smoking mixture containing drugs and psychotropic substances. It was also asserted that he systematically used alcohol for a long time. In particular, five times he was detained for driving while intoxicated.

According to an investigation, a few days after placement into the remand prison Ptsichkin "started showing signs of acute mental disorder expressed in hallucinations, deliration, refusal of food and drink, persecutory complex". For this reason Ptsichkin was hospitalized to a medical unit of the remand prison, where he died after a while.
