Criminal responsibility substituted by fine for “deputy”

The lawsuit against a deputy of Svetlahorsk district Soviet of deputies and a former director of the industrial college Fiodar Skurchaeu has been dismissed.

Under Article 86 of the Criminal Code, a person who had committed a crime, which does not pose a risk to the public, for the first time, or a less serious crime, and covered damages, or paid revenues received in the criminal way, or redressed the damages in any other way, could be freed from responsibility and sentenced to administrative responsibility, in case it would be recognized that a person could be reformed without measures of criminal responsibility, BelaPAN informs.

Fiodar Skurchaeu was punished by an administrative sanction and fined 20 basic units (Br3.6 mln).

The director of the Industrial college was charged with abuse of power – violations during purchase of wood products and use of the college’s property for his own profit. Last year the director applied for pardon, covered the damages completely, cooperated with investigators actively, admitted fault. Besides, he had certificates of good conduct.

At the moment he is not a director of the college any more, but he still remains “a deputy” of the district Soviet, the chairman of the Standing mandate committee and the Local self-rule committee.
