The dictator requested Anrei Kabyakou to control that by the middle of 2016 official trade union organisations are founded at all enterprises of the country.

Such an order was made by Alyaksandr Lukashenka when he addressed the conference of the Federation of Trade Unions of Belarus (FTUB) on 22 May, BelaPAN informs.

“The private sector of the economy in Belarus is constantly growing. Foreign investors are coming to us, joint ventures and branches of large foreign corporations are created. Our citizens work there, they have every right for defence of their interests,” Lukashenka said.

He didn’t exclude that registration of a private enterprise, especially a foreign one, should take place at the same time as a trade union cell is created.

Besides, the ruler added, trade unions should be preserved during restructuring, privatization and change of owner.

Lukashenka paid attention to the fact that non-governmental sector of economy oftentimes violates requirements of the labour law.

“In the pursuit of profits, CEOs of some companies and firms do not pay due attention to working conditions, medical care, they often hinder creation of primary trade union organisations. Avoiding formalization of trade relations with a worker, they pay envelope salaries, and as a result, a worker is deprived of a legal right for social support and a guaranteed pension protection,” he stressed.

The dictator addressed Andrei Kabyakou, the Prime Minister: “Mr. Kabyakou, let’s make an arrangement: by the middle of the next year there should be trade union organisations in all labour collectives, no matter what form of ownership they have: private, state or mixed.”

Addressing the congress, the Chairman of the Trade Union Federation Mikhail Orda asked Lukashenka to assist in creation of trade unions in the private sector of the economy.

He informed that recently the FTUB established 37 new trade union branches at private enterprises, but he noted that a hidden interference to this process is observed in non-governmental organisations.

In particular, Orda said that talks on creation of trade unions in the structure of Velcom mobile service operator had been carried out, however the dialogue proved fruitless.

The head of the FTUB asked Lukashenka to adjust the legislation and introduce administrative liability for businessmen who prevent launching of trade unions at their enterprises.
