Activist Andrei Haidukou fined with 10 basic units for a banner.

Consideration of an administrative case against Andrei Haidukou was held in Navapolatsk city police department on May 2. According to the Human Rights Center “Viasna”, the member of the organizing committee of the Belarusian Christian Democracy party Andrei Haidukou was detained by police officers on April 28 when he was hanging out a banner “Work is a right but not an obligation”.

The Deputy Head of the Ideology and Personnel Work Department of the Internal Affairs of Navapolatsk city Executive Committee V.N. Shendel considered the case. The officer of Navapolatsk city police department Aliaksandr Baretkin acted as a witness.

V. Shendel informed that according to the case file, A. Haidukou hanged a banner at the place where the placement of information materials of non-promotional nature was forbidden. His actions violated the p. 17 of the Rules of maintenance and improvement of localities. A. Haidukou pleaded not guilty of this offense.

He said that he did place the banner, but he was going to put it down after taking photos. The witness Baretkin explained that he was unaware of the further actions of Haidukou. He confirmed that prior to the detention Haidukou had started to climb the embankment of the bridge and was moving towards the banner, but when Baretkin tried to detain him, Haidukou tried to run away.

It should be noted that according to A. Haidukou, that was already the third time when he hang the banner out on that day. Two other times he put the banned down after taking photos.

As a result, V. Shendel concluded that there were sufficient evidence of A. Haidukou’s guilt and decided, in accordance with Part 2 of Art. 21:14, to impose a fine of 10 basic units (Br2,100,000) on him.

Andrei Haidukou plans to appeal the decision of the Deputy Chief of the Navapolatsk city police department in the court.
