Mahiliou Activist: Officials Grossly Violate Electoral Legislation

Human rights activist Barys Bukhel intends to appeal the officials’ refusal to implement the CEC decision.

Mahiliou human rights activist Barys Bukhel considers the fact that the Mahiliou Region Executive Committee members and the Presidium of the Mahiliou Region Council of Deputies refused to discuss the candidates for the commission membership and vote on each candidate personally to be a gross violation of the electoral law, spring96.org reports.

We remind that on 27 June Mahiliou district elections commission and 13 regional elections commissions were set up in Mahiliou. It was a cumulative voting at each commission. Barys Bukhel was nominated to the regional commission by collecting of the voters’ signatures but the officials refused to include him in the commission without any explanation of the reasons. The human rights defender referred to the CEC decision and asked to explain the reasons of including/not including every person into the commission. However, Chairman of Mahiliou Region Executive Committee Uladzimir Damaneuski refused to do this at the session.

According to Claim 6 of the Regulation No. 18 of the Central Commission of the Republic of Belarus on elections and conducting republican referendums dated June 8, 2016, with respect to formation of the elections commissions, “before taking the decision on formation of an election commission, the issue of business and political qualities of the individuals who get nominated to the commission’s squad should be put on the agenda, moreover, in case there are more contenders to the commission’s squad than the number of prescribed actual members, the information on every candidate should be heard and personal voting is held afterwards.”

"I will appeal against yesterday’s session to the CEC. The CEC regulation prescribes it clearly – to study everyone personally. What happened yesterday in Mahiliou is direct and gross violation of the CEC instruction,” – Barys Bukhel has said.

Alongside with that he has noted that Mahiliou regional officials took notice of his yesterday’s demand to indicate the time and the place of the first sessions of district commissions. Thus, at present, the website of Mahiliou Region Executive Committee published a schedule of holding the first organizational meetings of the regional and the district elections commissions in the region. According to it, they will take place on June 28-29. The time and place is also published. There is no such information at the websites of other regional executive committees, and Minsk City Executive committee.
