MTS notes that Vladimir Kozyr has "a lot of experience."

"For a long time he worked in the areas of economics and communications. Prior to joining MTS, he held senior positions in law enforcement agencies of the Republic of Belarus," the report says.

Uladzimir Kozyr was born in the village of Savichy, Kalinkavichy district, Homel region, in 1970. In 1993, he graduated from the St. Petersburg Mechanical Institute (Russia), in 2019 - the Academy of Management under the President. He headed the KGB's operative-search department, and in July 2020 was appointed head of the KGB department for Minsk and Minsk Region.
