Observers recorded another violation during early voting.

Valerya Charnamortsava, a member of the BCD council, is an observer at the 594th polling station of the 107th constituency in Minsk. She reports about an interesting dialogue between members of the district election commission, all officers of the housing maintenance and utilities office of Savetski district of Minsk, with their director, who inspected the polling station, though he has no relation to the electoral process under law.

The BCD website offers a verbatim report of the conversation:

A commission member: We have voters. Seven people have already voted today.

The director: How many people should you have today? 40%?

The commission chair (bearing in mind an observer can hear the conversation): We should have today... We should have... Well, we'll have as many people as will come...

The director: Aren't you supposed to know how many people and who exactly will come?

A commission member: We know that.

The director: Take the phone and call around. Invite people to vote!

A commission member: Okay, I will do so.

The director: Show me how many you've already invited.
