Turnout overstated almost at all the polling stations

The most typical violations during the pre-term voting are overstatement of the turnout and failure to deliver the lists of voters.

The press-secretary of the “For Free Elections” campaign Anatol Guliaeu informed BelaPAN about that.

According to him, the observers register overstatement of turnout almost everywhere. “The Mogilev Central constituency #85 is distinctive in that sense. There at the polling station #56 on September 18th the observers registered the turnout of 74 people, whereas according to the electoral commission 137 had voted. On the 60th polling station of the same constituency the observers recorded the turnout of 5 voters, the commission – of 33. The polling station #61: 18 people voted according to the observers, 27 – according to the commission. It means that the turnout differs significantly”, - Guliaeu told.

Apart from that, he noted, the observers were denied to get the lists of voters at 45% of the polling stations under the observation control. “It is more than 260 polling stations”, - Guliaeu emphasized. According to him, “whereas before these lists were made publicly available, then now it’s not the case”. “This means, that one could come to a polling station and see in the list one’s neighbor’s second name, who, let’s say, died two years ago, and ask the commission to correct the inaccuracy. Now a voter is allowed to see only his/her own name in a voters list, so it’s not possible to demand any inaccuracies to be fixed”, - Guliaeu explained.

According to the data from the “Election Observation: Theory and Practice” project, at the polling station #449 in the Kalvaria constituency #104 the observers registered overstatement of the turnout. On September 18th as many as 6 people voted here, whereas the commission registered a turnout of 66 people.

In their turn, the “Human Rights Defenders for Free Elections” campaign reports, that the electoral commission #126 in the Svislach constituency #94 unsealed the early voting ballot box and after the closure of the polling station.

“Yesterday at 19.00 the ballot box was sealed, and the observers left the polling station. Today it turned out that after the polling station had been closed, three more voters appeared. The commission members refer to the voters being old people, so for them the box was unsealed and they were let to vote after the official closure of the polling station. The names of the voters were put into the today’s report though”, - the human defenders inform.
