The deprivation of the National Center for Intellectual Property’s (NCIP) employees of the status of public servants shows, that the authorities can no longer fulfill their commitments even to public servants.

Such an opinion came from a former political prisoner, former rector of the Belarusian State University (BSU) Aliaksandr Kazulin, as he commented for the charter97.org web-site on the quitting of the whole NCIP’s management board as a sign of protest.

“First of all one should get at the root, since the whole thing is that the status of a public servant gave a lot, including pensions. People worked for 20 years and a little was needed for them to get the necessary, but the state stopped following its commitments. This, of course, means very serious consequences in the sense that the state confesses its helplessness in living up to its commitments to people. And it is a very important symptom of the start of the system’s failure. And it is natural that people should be sympathized, but I emphasize that people deserve the ruler they have”, - Aliaksandr Kazulin believes.

He also noted that education is not an asset in itself in today’s Belarus.

“One does not necessarily has to be talented, educated and have a degree. That is why when the state’s values change, everything goes upside down. It this case people do not have a goal for development and growth, because it is not necessary. What is necessary is to be able to tell right words, swear loyalty and faithfulness you know to whom, but this absolutely does not mean that you should aggravate and develop your professionalism, literacy and competence. And when these qualities leave, this naturally affects the results, which is obvious today”, - Aliaksandr Kazulin is convinced.

We would remind that the whole management board of the National Center for Intellectual Property and a part of the employees quit as a sign of protest against the administrative reform.
