Economists: Nothing Can Save Lukashenka

- There is no effective programme now; there are no necessary financial resources to implement a new modernization, which could make our economy competitive, economist Leanid Zlotnikau notes.

Expert believes that funds received from Russia "are not enough to support the reached living standards."

- People are our main resource. Now we observe a mass smashup of small business both in Minsk and regions. Demand has dropped (people earned 600 dollars, and now they earn $300), and it is hard to survive in these circumstances, Leanid Zaika, the leader of Strategy analysis center stated.

Economists are skeptical towards the approval of the head of state that the future development will be based on a carried out modernization.

Leanid Zlotnikau notes that during the five-year plan 2006-2010 Belarus has really invested a lot in modernization, but there is no revenue gained in return.

- Main expenditures were aimed at modernization of agricultural sector. But today it is desperately unprofitable, according to official data it has mass debts to creditors (in broad terms), Leanid Zlotnikau says. - You'd better take a look at the concrete sphere, they do not know how to pay debts.

Wood industry is another good example if uneffective modernization, Zlotnikay says.

There was admitted a miscalculation with markets, such enterprises have been built in Russia, there are enough of them abroad. So we see that the modernization has failed both in agriculture and industry, the economist says.

Leanid Zaiko agrees with him.

- What should be said, if output ratio has not been decreased within 25 years even by 1%? And now Lukashenka demands to reduce cost of production by at 25%!, the leader of Strategy analysis center says.

Leanid Zlotnikau says it is impossible to implement without reforms.

We follow the way of the USSR. Oil made a success to us. Only high oil prices made the model effective, now it is useless.

Meanwhile, Lukashenka blames bureaucrats for failures in the economy and tries to boost the GDP with the use of human control. During the government's report last week, the ruler stated that, in the absence of positive economic indicators, he will make personnel decisions in the second quarter.

"It regards everyone. You have a quarter to regroup and present corresponding results. If not, then other people will do it. You'd better come together and do," he said.
